On Stripe and supported PayPal accounts that means a genuine card hold with capture on accept and a void on decline. Where holds are not possible, such as Razorpay in India, the client is charged on request and refunded in full if you decline.
Set a refund policy per booking type: flexible, moderate, strict, non-refundable or a custom rule. Moderate keeps reschedules free until 24 hours out and charges a share after that; strict holds the line to 48 hours. A reschedule-fee engine lets you add a base fee plus a tiered ladder, always capped at the amount the client paid. When you cancel or reject, the client always gets a full refund, which keeps things fair.
